Paul R. Scoggin (’84) Appointed Judge in Minnesota's 4th District

Paul R. Scoggin (’84) has been appointed by Minnesota Governor Mark Dayton to serve as a judge in the state's 4th Judicial District, replacing Judge Marilyn B. Rosenbaum, who retired. "The people of the 4th Judicial District will be well served by Paul Scoggin's extensive legal experience and long history of public service," said Dayton in making the appointment. "I thank Mr. Scoggin for his willingness to continue serving the public, after having already spent 30 years in the Hennepin County Attorney's Office."

For Scoggin, those three decades included 10 years as chief of the violent crimes division, 7 years as head of the appellate division, and 3 years in charge of property crimes, his most recent position. He was lead counsel in thousands of felony prosecutions, including homicides, sex offenses, domestic abuse, and organized crime cases, and he tried 150 cases before the Minnesota Court of Appeals and Supreme Court. Scoggin has served the state's justice system as a member of the Minnesota Supreme Court Rules Committee and the Minnesota Supreme Court Racial Bias Task Force Implementation Committee. He also chaired the Minnesota County Attorneys Association's Criminal Committee for five years and was a co-author of the 2009 revision of the state's rules of criminal procedure.

In 2009, Scoggin was assigned as an international prosecutor in the Republic of Kosovo; he has also served as a consultant to U.S. State Department missions in the West Bank and Jordan.

The 4th Judicial District covers Hennepin County and is the state's largest trial court, with more than 500,000 cases per year. Scoggin, a member of the district's Division 1 Criminal Court Team, is chambered at the Hennepin County Courthouse in downtown Minneapolis.
