Scott DeLisi (’80) Nominated Ambassador to Uganda

JANUARY 26, 2012—President Obama has selected Scott DeLisi (’80) to serve as U.S. Ambassador to Uganda, pending Senate approval, the White House announced Jan. 24, 2012. The President also appointed DeLisi to his current post, U.S. Ambassador to Nepal, which he has held since March 2010.

After his Nepal nomination was announced in 2009, DeLisi was profiled on the Web site of the Humphrey School of Public Affairs, where he completed an M.A. in 1980. To be successful in his type of work, DeLisi told the interviewer, "in addition to the interest and intellectual debates, you have to have that spirit of adventure, that willingness to embrace serendipity."

At that point in his foreign service career, which now exceeds 30-years, DeLisi had served as Director of Career Development and Assignments for the State Department (2007-10); U.S. Ambassador to the Republic of Eritrea (2004-07); Director of the Office of Southern African Affairs, Bureau of African Affairs (2001-04); Deputy Chief of Mission at the American Embassy in Botswana (1997-2001); Chief of the Political Section at the American Embassy in Sri Lanka (1993-97); and Political Officer at the American Embassy in Pakistan (1990-97).

During the 1980s, his assignments with the Department of State included liaison to defense intelligence agencies with the Bureau of Intelligence and Research; desk officer with the Office of India, Nepal and Sri Lanka; economic officer with the American Embassy in Madagascar; and consular officer with the American Consulate General in India.

DeLisi is the second Law School alumnus to be appointed an ambassador by the Obama administration. Samuel Kaplan (’60) was named U.S. Ambassador to the Kingdom of Morocco in 2009 and recently moved to Rabat to begin his appointment. Additional alumni ambassadors are Benson Whitney (’87), Ambassador to Norway, 2006-09; Tom McDonald (’79), Ambassador to Zimbabwe, 1997-2001; James Blanchard (’68), Ambassador to Canada, 1993-96; and Walter Mondale (’56), Ambassador to Japan, 1993-96.

All six current and former ambassadors were featured in the Fall 2009 issue of Perspectives magazine. Looking back over his career, DeLisi commented, "You go into each post with trepidation and come out a stronger officer with a new set of skills."
