According to a note on p. 218, this chapter 21 is referred to as chapter 17 in the “Common printed editions”. The term “stat 2” means 2nd session of Parliament in the same year of the reign. English statute 13 Will III, c.6 contains provisions similar to 1 Ann, stat 2, c.21, but applicable to England, not Ireland.
