Prof. Hickman Cited by Tenth Circuit

The United States Court of Appeals for the Tenth Circuit, in Carpio v. Holder, No. 08-9536 (10th Cir. Jan. 12, 2010), cited Prof. Kristin Hickman's article, "Chevron's Domain," 89 GEO. L.J. 833, 908 (2001) (with Thoma W. Merrill), in support of its conclusion that a decision by the Bureau of Immigration Affairs did not carry the force and effect of law and was not entitled to Chevron deference.
