Jim Cownie ’91

Jim Cownie is Deputy Chief Counsel for the Minnesota Department of Transportation. Jim practices primarily in the areas of construction law, government contracts, and government procurement, but, as in-house counsel for a large government agency, he works on a wide variety of legal transactions.
Cownie has spent most of his career in the public sector, having worked for the Minnesota Legislature and the League of Minnesota Cities in addition to his work at MnDOT. Jim also has private sector experience, including work for Shoreview-based Deluxe Corporation.
Cownie is a member of the Construction Law Section of the Minnesota State Bar Association and a member of the Contract Law Committee for the Transportation Research Board Legal Resources Group (which is part of the National Academies of Sciences, Engineering, and Medicine). He is a frequent speaker for construction and engineering groups. Jim testifies before legislative committees on construction and government contracting issues. Jim assisted with drafting notable changes to Minnesota construction statutes, including the new “Responsible Contractor Law” and changes to the anti-indemnity statute.
Cownie holds a J.D. degree from the University of Minnesota and a B.A. in Political Science also from the University of Minnesota.
